Maritime Agency Seeks Private Sector Participation in Deep Blue Economy

The Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr. Bashir Jamoh has called for more private sector participation in the deep blue economy initiative to harness greater benefits from the maritime industry.

Dr. Jamoh who delivered a paper at a lunch hour lecture series organised by Academy for Maximum Achievement, gave an expository discourse on the many untapped opportunities in the maritime industry.

He gave assurance that the deep blue project for which the federal government procured air, land and water assets for maritime security has made the industry safer and removed Nigeria from the list of countries with high incidence of attacks.

He described the copious opportunities in ship building, ship repairs and recycling as open areas that will benefit the economy in establishment of businesses within the value chain, create employment and boost foreign exchange earnings for government and private sector.

Giving an overview of Nigeria’s maritime potentials, Jamoh said 28 out of the 36 states of the federation have navigable inland waters carrying huge resources that could generate wealth.

He said NIMASA under his leadership stepped up sensitisation of state governors about blue economy and had urged them to pass the message to citizens of their states.

According to him, Nigerian waters are linked to 5 neighbouring countries and give ancillary support to other non-maritime sectors like agriculture, tourism and other trading ventures.

The NIMASA DG listed vessel ownership, chandelling, stevedoring, freight forwarding, haulage, fishing, marine biology, marine geology, underwater engineering, ship brokerage, import and export as areas that have openings for more investments.

He disclosed that NIMASA hopes to revive Nigeria’s quest for revenue from legitimate bunkering services, a move the country lost about 20 years ago.

Speaking earlier, Leader of the Think Tank Group, Margaret Orakwusi described the it as a knowledge-sharing platform created by the Academy for Maximum Achievement as an interdisciplinary platform to bring together experts and leaders from various walks of life to stimulate discourse on critical and pressing national socio-economic issues.

Also to galvanise research and expert contributions towards public policy support and implementation”Orakwusi said.

Also speaking,  Chief Executive Officer of ENL Consortium, Princess Vicky Haastrup commended Jamoh’s feats as NIMASA DG.

She described environmental sustainability within ports areas as critically deserving of government attention.

She also called for increased female participation in the country’s maritime industry, observing that women occupy only 18 percent of offices in the maritime industry.

A former Chairman of the Oil and Gas Free Zones Authority, Dr. Chris Asoluka commended the policies and actions put in place for a sustainable blue economy in Nigeria.

Asoluka added that the country needs more of action to match policies on paper for full realisation of the set goals.

A ship owner and CEO of Sea Transport Limited, Aminu Umar access to credit for purchase of vessels has been the major challenge militating against investment in the maritime industry.

He urged the Nigerian Exchange Group to consider ship finance as one area that can grow the economy.

Umar advised the government to redesign its policies for indigenous investors to grow and benefit the country.

The maiden edition of the lunch hour lecture series attracted major maritime industry stakeholders, financial sector executives and top players from other sectors including a former Minister of Interior, Captain Emmanuel Iheanacho.

0

The University of Ibadan (UI), Registrar in Oyo State, Mrs Olubunmi Faluyi has urges youths and secondary school students to take advantage of Education and not see it as a scam but a means of achieving their career goals.

The Registrar gave the charge while addressing the students during an outreach to some selected schools.

Faluyi said the programme was designed for senior secondary students to guide them on the prospects of their preferred courses of study in the University and to equip them with the knowledge and information that would enable them to choose courses that would place them on the right path towards actualising their career goals.

She challenged them not to join the crop of people who see school as a waste of time, noting that the only way to achieve the Nigeria of their dream is through education.

The Registrar affirmed that education helped people to develop critical skills like decision making, mental agility, problem solving, and logical thinking skills needed to contribute to the development of the society.

New Naira: Deploy more money agents – VP Osinbajo urges Banks

0

Worried by the difficulty experienced by Nigerians in getting the new naira notes, Vice President, Yemi Osinbajo has urged banks to deploy more FinTechs and money agents to address the situation

The Vice President stated this on Friday in Abuja when he met with stakeholders in the FinTech sector to explore possible ways of mitigating the hardship.

According to a statement from the Office of the Vice President, he said; “You need cash to pay for transport. For instance, in Abuja how do you take ‘drop or along’ or use a Keke NAPEP without cash, or buy foodstuff on the road or in canteens, or even buying recharge cards?

“Parents with kids in public schools give money daily to their children for lunch, most commerce is informal, so you need cash for most things,” Prof. Osinbajo pointed out.

During the interactive session with a number of FinTech investors and ecosystem players, the Vice President said that the Central Bank of Nigeria and the commercial banks should work with all FinTechs that have mobile money agents, not just some of them, in order to reach the farthest places in the country.

According to him, “It seems to me that banks must engage their mobile money operators – FinTechs with mobile money licenses and many of them have micro-finance bank licenses now and already have a network of mobile money agents or human banks or human ATMs (as they are sometimes called) who are responsible to them and they can supervise by themselves. They can do currency swaps and open bank accounts.”

The VP spoke just as the President in a meeting with some All Progressives Congress (APC) governors at the Presidential Villa, assured the nation that the challenges are being addressed and would be solved very soon.

Speaking further about some of the concerns arising from the redesign of the new naira notes, the VP stated that “More disturbing is the fact that after depositing your old notes, there are no new notes, so people everywhere in the urban areas and rural areas simply have no money.”

The Vice President acknowledged that “There are logistical challenges that have to be addressed by the CBN and the banks, especially from the point of view of the average Nigerian and those in the hinterland who hardly use any electronic platforms.”

He also observed that while there has always been a certain failure rate in online banking and money transactions, they have become even more difficult now with the increase in the number of transactions congesting the system.

“So where in the past you used POS or any of the electronic platforms, you had maybe 20%-30% failure rate, now because everyone is trying to get on those platforms, obviously, the failure rate is much more and the problems are much more pronounced.”

He thanked the participants at the meeting for their commitment and contributions, noting that “It has really been revealing hearing all your thoughts about what is going on, our country just simply needs to have the quality of advice that I have received, today.

“We really need to make progress even as we make efforts to deal with some of these issues confronting us today.”

In separate remarks, some of the players made valuable suggestions on how to address the current situation in the country and offered to support government at all levels with the required expertise to address bottlenecks associated with the problem.

They suggested that USSD fees and the cost of data be reduced, while regulators should remove floor prices and called for relieving choke points in online transactions by cutting out some of the technical procedures.

Recruitment: Population Commission warns against extortion of applicants

0

The National Population Commission (NPC), has warned against extortion of money or racketeering from those applying for the post of either supervisors or enumerators in the 2023 census exercise.

The NPC Commissioner in Kwara State, Razaq Gidado gave the warning during the training of staff and facilitators in Ilorin, the state capital

According to him, reports reaching his office alleged that some people extort money from applicants.

He warned that anyone caught in such an act risk prosecution and also advised would-be enumerators not to bribe or give gratification to any member of staff of the commission in the course of applying for the census assignment

The NPC National Commissioner assured all those that applied and qualified for the census job that they would be screened and engaged without favouritism.

A Staff of Ifelodun local government, Mr Adeyemi Jonathan who reacted to the extortion allegation denied that there was no case of extortion in his area but rather, he only contacted some communities who promised to assist the commission to provide generating sets and fill it with petrol at night during the screening exercise.

Meanwhile, Gidado appealed to facilitators undergoing training to be patient over non-payment of their allowances and assured them that the challenges would soon be addressed.

He attributed the delay in the payment of the allowances to those not selected but were attending the training programme.

According to Gidado, only 752 facilitators were captured for the training in Kwara State but over 200 gatecrashed and are attending the training which overshot the official number employed by the commission but said such abnormality was being addressed.

The facilitators expressed concern that since the training Programme which began on Friday 27th, January and would end on Sunday 5th, February 2023, they have not been paid their training allowance.

“Officials of NPC  are working round the clock to ensure that the 2023 Population and Housing Census go on as scheduled.

“Supervisors and enumerators who are presently being screened at their various local government areas and wards are expected to also undergo training for the head count which will hold between March 29 and April 2, 2023.”

The Population and Housing Census aims to provide key information about people, households, buildings, localities and also collect data on climate change in the country.

The 2023 census is the first time that Nigeria will be conducting a digital and paperless census, through the deployment of the latest technology in population data all over the country with the use of Personal Data Assistant (PDA).

0

Ahead of the 2023 Presidential Election, the Muslim Media Watch Group of Nigeria has called on security agencies to provide adequate security and ensure that they arrest on-the-spot perpetrators of violence and criminal activities during the elections.

In a Press Statement issued by the National Coordinator of the Group, Ibrahim Abdullahi stated that as Political Parties and their candidates strategize on how to win elections, the combat readiness of the Security Agencies would thwart the efforts of election violators.

According to him the role of Mass Media on the the-spot-reportage of facts would enable Security Agents to also know how to tackle emerging problems.

The Group, therefore, charged the Police, the Army and other agencies to provide adequate security in offices of the Independent National Electoral Commission across the country

He also appealed to Religious Leaders to pray for the success of this year’s general elections.

Kano State: Agency commissions Technology Transfer Office

0

The National Office for Technology Acquisition and Promotion NOTAP has commissioned another Intellectual Property and Technology Transfer Office lPTTO in Aliko Dangote University of Science and Technology ADUST Tech Wudil, Kano State North West Nigeria.

The Director General of NOTAP, Dr DanAzumi Mohammed Ibrahim, said that NOTAP was established to regulate the inflow of foreign technologies into the Country through the registration of Technology Transfer Agreements but also has the responsibility to encourage the development of indigenous technologies in line with the local content act and the implementation of Executive Order N0.5 as issued by the President Muhammadu Buhari led administration.

Dr Ibrahim noted that the programme was initiated by NOTAP in 2006 in collaboration with the World Intellectual Property Organization (WIPO) to encourage Intellectual Property (IP) culture and ensure that researchers enjoy the financial benefits of their research endeavours.

“The establishment of IPTTOs in our knowledge institutions came as a child of necessity to ensure the development and domestication of critical technologies in Nigeria. In carrying out its statutory responsibilities, the Office realised that the culture of intellectual property in Nigerian knowledge institutions was weak and for a nation that desires to be a major player in global technology market, the situation must be addressed.

He noted that NOTAP has moved on with IP advocacy to ensure that Nigerian researchers are fully abreast of the inherent benefits of undertaking market-driven research rather than embarking on research for the purposes of publication and career progression.

“Nigerian researchers are talented and have carried out numerous researches but lost their invention by publishing their research works before patenting them. Dr Ibrahim added.

According to him, as a way of encouraging patenting in the country, NOTAP is assisting researchers in writing claims, filing for patents and paying patenting fees.

The Vice Chancellor of the University, Professor Musa Tukur Yakasai in his remarks said that the institution has to look forward to having the centre established to nurture the inventive and innovative spirits of the University Community.

“The university sent over 70 students abroad to undertake further studies up to PhD level, those are research students we who will return to add value to the potentials of the IPTTO, the VC said.

The Director of Technology Acquisition and Research Coordination (TARC), Department of NOTAP, Mrs Caroline Anie-Osuagwu, in her paper presentation titled “Framework for Management of Intellectual Property in Tertiary Institutions” said that no country develops without a vibrant IP ecosystem that is capable of transmuting the country into economic independence.

She encouraged researchers to engage in research that have the propensity of translating into goods and services.

Nigeria, Google, Meta collaborate to protect election integrity

0

Ahead of the 2023 general election in Nigeria, tech and social media giants meta, owners of facebook, instagram and whatsaap and google have agreed to work with the Nigerian government to protect the integrity of the election.

Deliberating and agreeing on some of the areas and parameters to collaborate, the Minister of Information and Culture, Lai Mohammed said with just 22 days to the elections, there has been a noticeable increase in the use of fake news and disinformation.

The Minister said the unscrupulous elements using the platforms use parody accounts, clone reputable media platforms and deep fakes to perpetrate their nefarious activities.

The Minister mentioned areas of collaboration the government wants from the tech giants.

He requested that the Ministry of Information staff should be on board so they can flag posts that constitute fake news and disinformation, with a view to having such flagged posts brought down.
Also close workings with security agencies to bring down posts capable of inciting violence

He said election results not originating from official sources should be flagged as unverified and for the tech giants to make posts from official channels, like the Ministry of Information and Culture, INEC, National Orientation Agency, etc prominent on their platforms.

’These are crucial elections, and Mr. President has consistently assured the nation and the international community that he would do everything possible to ensure a free, fair, credible and peaceful elections. The electoral body, INEC,security agencies and all those concerned have also assured that they will do their best to ensure the success of the elections.

Now, with just 22 days to the elections, there has been a noticeable increase in the use of fake news and disinformation by those who are bent on hindering the success of the elections and throwing the nation into crisis.’’

For example, candidates’ campaign speeches are doctored to portray them in bad light, video clips and pictures of campaign rallies are tampered with to make them look poorly attended, fake or unscientific opinion polls are concocted, while threats of violence in certain parts of the country are exaggerated – all of which are then circulated via social media to a wide audience, with the aim of making their target candidates look bad, influencing public perception or even suppressing votes in certain areas.
In other words, there has been a gross abuse of social media platforms to purvey fake news and disinformation ahead of the elections. These actions, if executed, will go a long way in checking the proliferation of fake news and disinformation on social media ahead,
during and after the elections.’’

It is no longer news that the use of social media is now a critical factor in national elections, and no nation, including Nigeria, is immune.

With a predominantly youthful population, Nigeria ranks among the countries with the highest users of the various social media platforms, especially Whatsapp, Facebook, Twitter, Instagram, YouTube and TikTok.

However, the use, or misuse, of these platforms is therefore of great concern to all stakeholders in the elections.

It was against this backdrop that the Minister invited the tech giants so that they can all jointly work to ensure a responsible use of these platforms before, during and after the polls.

The representative of Google at the meeting, Dawn Dimowo, who manages Government Affairs and Public Policy, pledged the readiness of the platform to work with other stakeholders to ensure the credibility of the elections.

She said Google had trained about 6,000 journalists in addition to engaging and expanding the scope of fact-checking platforms such as Dubawa to identify and flag fake news.

On her part, Meta’s Head of Anglophone West Africa, Adaora Ikenze, said the organization has set up an Election Protection Operating Centre, which has between 60 and 80 people who are working round-the-clock to ensure their platforms are not used to discredit the elections.

She said Meta had also instituted internal mechanisms, such as WhatsApp Messages Sending Limits, in addition to making it possible for people to report problematic contents to them directly.
