Jigawa State Unveils Cross-Border Water Plan

The Jigawa State Government has unveiled an innovative cross-border water strategy aimed at reducing farmer–herder conflicts and strengthening security along Nigeria’s northern frontier.

Governor Umar Namadi disclosed this while receiving a delegation from the Strategic Intelligence Management Institute (SIMI), led by Ambassador M.D. Aliyu, at the Government House in Dutse.

He explained that the seasonal influx of livestock particularly cattle and camels from neighbouring Niger Republic during harsh weather conditions has long placed pressure on local resources, often sparking tensions between farmers and herders.

To address the challenge, the state government introduced the provision of water facilities across the border to sustain pastoralists and delay their migration into Nigerian farmlands.

“This strategy has helped ease pressure on our communities and minimised conflicts. It is part of our broader commitment to adopting intelligence-driven and community-based solutions to security challenges,” he said.

Governor Namadi noted that Jigawa’s relative stability, despite its proximity to volatile regions, is the result of deliberate policies, strong synergy with security agencies, and continuous engagement with border communities.

The governor also assured the visiting delegation of full cooperation, expressing confidence that their findings would further enhance security strategies within Jigawa and across the country.

Earlier, Ambassador M.D. Aliyu commended the state government for its forward-thinking approach and hospitality, noting that Jigawa was selected for the study tour due to its unique border dynamics and effective conflict management model.

He explained that the visit, part of the Strategic Intelligence Management Course II, is designed to expose senior security and intelligence officers to real-world challenges, including illegal migration, smuggling, arms trafficking, and other transnational crimes.

Aliyu added that engagements with key stakeholders in the state would deepen participants’ understanding and support the development of practical policy recommendations to strengthen national security.
