Environmental Institution to partner with gov’t on impactful technologies

0

The Nigerian Institution of Environmental Engineers, (NIEE), Lagos State Chapter, says it will collaborate with the government and actively contribute to the development of technologies that will impact the environment positively.

The chairman of the Institution, Eng. Yusuf Majolagbe, stated this while giving inaugural speech at his investiture ceremony as the 5th Chairman of the body in Lagos on Wednesday.

Majolagbe also said that the chapter is willing to collaborate with governments at various levels, the private corporations and other relevant stakeholders to develop smart policies, guidelines, and laws that key into the Sustainable Development Goals, SDGs, to achieve a Lagos State that would guarantee prosperity for today and future generations.

According to him, the practice of engineering, by its by nature, impacts, and influences the environment in one way or the other.

He noted that engineers registered with the division work in waste disposal, recycling, wastewater management, air pollution control, radiation protection, animal husbandry, and many areas affecting environmental sustainability and public health.

“However, society must realize that physical/regional planning and land use matter, chemical processes, electricity generation, transmission and distribution, mechanical vehicular discharges, and everything around us directly or indirectly impact our environment.”

The new NIEE chairman said, he would work to build on the succeses of his predecessor, adding that, “I will work to promote the importance of environmental engineering and to support the growth of the profession.

“We will do this by organizing more training programs, workshops, and seminars, as well as by providing resources and networking opportunities for our members.”

Delivering a paper on Spatial Technology in Development Planning for a Circular Economy in Lagos state, the Special Adviser to the Lagos State Governor on e-GIS and Planning Matters, Dr. Olajide Abiodun Babatunde, said a circular economy emphasizes the sustainable use of resources by minimizing waste and maximizing economic value.

He said, Lagos, being the largest city in Nigeria and one of the fastest growing in Africa, is facing a number of environmental challenges, including waste management and inefficient use of resources.

Dr Babatunde said, “It’s time for us to take action and find new, sustainable ways to manage our resources, the circular economy provides a solution to these challenges by promoting a more sustainable use of resources and waste reduction.”

He said spatial technologies, such as Geographical Information System, GIS, remote sensing, geospatial analytics and drones, can provide Nigeria with a wealth of data and information that can help the government make informed decisions about how the nation’s resources are used and managed.

“This information can be used to optimize resource management by identifying areas where waste can be reused, recycled, or recovered, and areas where new infrastructure can be built to support a circular economy.

“Geospatial analytics, which combines GIS and remote sensing data with other data sources, can be used to create models of the waste management system, allowing decision-makers to see the impacts of different waste management strategies and make informed decisions.”

Speaking on, exploring global trends to achieve a circular economy for Lagos state, and the business case, the Executive Vice President, Oando Clean Energies, Ademola Ogunbanjo, said the necessity of circular economy is not a debate but how to entrench it in Lagos State and Nigeria as a whole.

He advocated drastic reduction in consumption by the people as this will indirectly lead to reduction in production activities and ultimately decrease in the extraction of raw materials.

In a welcome address, the immediate past chairman of the NIEE, Mrs Abiola Kosegbe, said the body had made significant contributions to improving the environment through lectures, seminars, and partnerships with local groups, organizations, and Government institutions.

“The Institution also stamped its footprint in the state by participating at the domestication of the National Building Code for Lagos, an avenue where it did drive on to contribute its quota in ensuring a safe, sustainable and eco-friendly building for Lagosians,” she added.

Declaring the event open, the National Chairman of NIEE, Eng. Sesan Odukoya, said the new chairman of Lagos chapter, Eng. Yusuf Majolagbe, had demonstrated capacity in terms of leadership in the various responsibilities assigned to him.

He, therefore, urge him to embark on more community engagement in order to make the impacts of the institution more felt by the people.

The highpoints of the event were the swearing-in of the new chairman alongside his executive members, and the presentation of awards to personalities as well as Engineering and Construction companies.

Roads: Cabinet okays refund of N9.6 billion to Plateau, Borno States

0

The Federal Executive Council has approved a refund of N9.6 billion to Plateau and Borno States for road projects executed by the two States on behalf of the Federal government.

The Minister of Works and Housing, Babatunde Fashola revealed this to State House Correspondents while briefing them on decisions reached at the weekly meeting of the council, chaired by President Muhammadu Buhari.

“We presented two policy memoranda. The first was for a refund to two State governments for previous interventions on federal government roads subject to the July 2016 cut-off after which refunds will no longer be eligible.

“The two States which had outstanding with respect to eligible roads are Plateau and Borno States. Council approved the refund of N6, 601,769, 470, 99 in favour of Plateau State and the sum of N3, 084, 797, 113.34 for Borno State.”

The Works Minister also disclosed that the council approved a memorandum that informed it about the commencement of a procurement process for a Central Clearing House for the operations of Toll Plaza Concessionaires.

He said this was in line with the current administration’s decision to resuscitate tolling across the country.

“This approval will give room for a private sector operator to build a Central Clearing House at its own expense , operate it, recover and then ultimately transfer back to the government. What the Central Clearing House will do is to synchronise interoperability between different toll systems that may be used by different concessionaires when they commence their tolls and also provide a on stop accounting system and a single payment recovery system where everybody is paid at the end of the operations  as well as provide visibility for government to see what is going on in the operations of each concessionaire,” Fashola explained.

Nigeria responds to Transparency International’s 2022 Corruption Index

0

Nigeria has responded to Transparency International’s 2022 Corruption Perception Index, CPI, which placed the country 150 out of 180 countries.

The index published by the Civil Society Legislative Action Centre, CISLAC, on Tuesday showed the perception of corruption in Nigeria.

However, the Minister of Information and Culture, Lai Mohammed, who spoke to State House Correspondents on Wednesday in Abuja, Nigeria’s capital said that Transparency International’s template used in measuring corruption is oblivious of what the President Muhammadu Buhari’s administration is doing to fight corruption.

“We are not fighting corruption because we want to impress Transparency International or any organization whatsoever.

“We’re fighting corruption because we believe if we do not fight corruption, there’ll be no growth either in terms of the economy or even political.

“Therefore, what we do and what we have put in place to fight corruption is not because we want to be rated by anybody.

“If, for instance, what we’re doing catches the attention of Transparency International, and they give us better marks, so well and good.

“However, I can assure you that we do not know what template TI is using. Whatever template they’re using is clearly oblivious of what this administration is doing to fight corruption.”

Impressive Records

Insisting that Nigeria has “A very impressive record” in the fight against corruption, Mohammed said fighting corruption is not just about how many people have been arrested and tried.

He said the work of Nigeria’s anti-corruption agencies such as the Economic and Financial Crimes Commission, EFCC, and Independent Corrupt Practices and other related offences Commission, ICPC, indicates the country’s commitment to fight corruption.

“You should look at what we are doing even to make corrupt practices almost impossible or difficult.

“I’ll just give you two examples. For instance, this administration when funds were returned from the Abacha loot and other funds were recovered from the US, the UK and Europe, what this administration did, was that rather than pay these funds into the treasury and face the possibility of it being stolen or being re-looted, decided that we will put this money into a separate account and ask the National Sovereign Investment Authority, NSIA, to manage these funds and we used this money for specific projects.

“And some of our legacy projects today actually are being financed from our money that have been stolen, which were returned and which we have kept.

“To me, this is one example of how to fight corruption. An example of how to ensure that people do not steal what has been recovered again.

“I make proud to say that we have been more proactive in fighting corruption and people are not willing to see what we have put in place in fighting corruption.”

The Minister said the administration’s courage to expose high-ranking officials who go against the law is evidence of its determination to fight corruption.

“So, we are not really worried or bothered about the rating of the TI because we know that everything we do is to ensure that we fight corruption the best way we know how to do it.

“If TI is not seeing this, then again, I think they have to change their template. But again, we’re not fighting corruption to impress them,” he added.

The Transparency International on Tuesday released the 2022 Corruption Perception Index (CPI) with Nigeria ranking 150 out of 180 countries compared to 154 on the 2021 CPI results

The CPI, usually released at the beginning of the year with the previous two CPI released on the 25th of January 2022 and the 28th of January 2021 respectively

The Supreme Court in Abuja, Nigeria has nullified the election of Senator Emmanuel Bwacha as the Gubernatorial candidate of All Progressives Congress APC for Taraba state in the March 11, 2023 elections.

In a judgement on Wednesday, Justice Adamu Jauro affirmed the decision of the Federal High Court Jalingo Taraba State capital that nullified the election of Bwacha as the APC governorship candidate in the state.

The Apex Court set aside, the judgement of the Court of Appeal Yola Division, which had on November 24, 2022, reinstated Emmanuel Bwacha as governorship candidate of the All Progressives Congress in the forthcoming general elections.

A 5-man panel of the Supreme Court upheld the judgement of the trial court which had ordered for a fresh primary election within 14 days.

The Apex court said, there was no valid APC Primary elections conducted in Taraba state.

The Court agreed that the results of the primary election were purported and fraudulently allocated to the candidate.

The Apex court said “the appeal is allowed and Parties bear their respective cost”

It would be recalled that the Court of Appeal, Yola division had reinstated Senator Emmanuel Bwacha as the governorship candidate of the All Progressives Congress (APC) in Taraba state.

In a unanimous decision, the three-man panel led by Justice Tani Yusuf Hassan set aside the judgment of the trial court and ruled in favour of Bwacha.

Nigerian Leader Not Working Against Any Candidate – Information Minister

0

The Nigerian government says it is not true that some people in Aso Rock Villa are working to frustrate the victory of All Progressives Congress presidential candidate, Bola Tinubu in the February 25, 2023 presidential elections.

Minister of Information and Culture, Lai Mohammed, made the clarification in Abuja on Wednesday, while reacting to the allegations made recently by Kaduna State Governor, Nasiru El-Rufai.

The Minister was speaking at the end of this week’s cabinet meeting Chaired by President Muhammadu Buhari.

Reacting to the allegation, Mohammed said officially, government is not aware of anyone within the presidential villa that is working against any candidate in next month’s presidential election

Mohammed said the government has been fair to all candidates regardless of party affiliation and that President Buhari has consistently demonstrated that he is for free, fair and credible elections.

He said: “On a more serious note, one thing I can assure you is that no matter what, this administration is focused, determine to ensure free and fair elections. But I think with this administration the most important person is Mr. President and I think he has shown by words and by deed that he is dedicated to free, fair and credible elections.

“And fair, free, credible elections actually mean not backing anybody. And everywhere he goes he makes that very clear even as recently as Friday when he was in Daura, he said the same thing. If there’s anybody working against a candidate we don’t know officially.”

Kaduna State Governor, Nasiru El-Rufai, who was a guest on Channels Television breakfast programme Sunrise Daily on Wednesday, blamed some of the government policies including the naira redesign and persistent fuel scarcity in the country on 5th Columnist, saying that naira redesign and persistent fuel scarcity may cause unrest in the country.

According to him, the policy of currency redesign at this moment is the idea of few people in the Presidential Villa, Abuja, adding that it was never the policy of the ruling All Progressives Congress (APC).

He said: “The policy of currency redesign is the idea of a few people in the Presidential Villa. APC never promised Naira redesign. This is not the right time to embark on such an exercise because most of the areas in Nigeria have no banking facilities.”

The former Minister of the Federal Capital Territory (FCT) alleged that the naira redesign and fuel scarcity across Nigeria is the handiwork of the 5th Columnist, to bring down the government of APC.

I must say that the naira redesign and fuel scarcity is the handiwork of 5th Columnists because they want to bring the country down, otherwise why must redesigning naira be the priority of the federal government at this time.” he added.

El-Rufai who is a prominent member and co-founder of APC also alleged that most of the people in the Presidential Villa are not APC members hence some of the policies they are churning out from time to time are those that will hurt APC.

Asked if he was not using his close relationship with President Buhari to make suggestions on how to solve some national issues, El-Rufai dismissed it with the wave of the hand, saying that he cannot remember when he has made suggestions that were accepted.

I stopped going to Presidential Villa a long time ago. What is the use when every suggestion you bring will not be accepted.

”I rather stayed back solving the problems of my state (Kaduna) which I believe will be more important to me and my people. I don’t go to the Presidential Villa anymore,” he said while appearing on the programme.

Private Hospital In Yobe conducts first laparoscopic surgery

0

Ayaji Medical and Diagnostic Centre, a private hospital in Gashua, Yobe State, has conducted the first laparoscopic surgery in the state.

Laparoscopy is a state-of-the-art surgical procedure that is done by inserting instruments into small incisions on the abdominal wall.

The Managing Director of the medical centre, Dr Adamu Amshi, told news men in Gashua on Wednesday that he led the operation to correct uterine prolapse caused by weak pelvic muscles and ligaments supporting the uterus.

“The surgery, known as sacrohysteropexy, involves resuspension of the prolapsed uterus using a strip of synthetic mesh to lift the uterus and hold it in place to allow normal sexual intercourse and preserve childbearing function. The operation was performed using laparoscopic magnification with superior screen visualisation of the anatomy.”

Unlike the traditional open surgery, Amshi said, laparoscopy is minimally invasive in that it is conducted through smaller incisions, it decreases hospital stay, reduces blood loss and post-operative pain, guarantees accuracy and rapid recovery.

The managing director, who is an Indian trained obstetrics gynaecologist, said it took his team four hours to complete the operation, conducted on a 30-year-old woman from Bursari Local Government Area of the state.

He however said that the treated patient had been told that she could only deliver a baby through Caesarean Section (CS). Amshi listed the risk factors of uterine prolapse to include multiple vaginal births, aging, obesity, delivery of large baby, chronic cough and being postmenopausal.

The managing director commended his team’s members, Dr Dahiru Tilde, an anaesthetist and two nurses, Muhammad Kazir and Ahmad Ligali, for their roles in the successful operation.

2023 Elections: APC launches app for youths

0

With 24 days to Nigeria’s Presidential Election, the Presidential Campaign Council of the governing All Progressives Congress, APC has launched an app named “Thinking Caps”.

The app is aimed at informing young Nigerians of the achievements and potentials of the APC Presidential Candidate, Mr. Bola Tinubu and his running mate Kashim Shettima, as well as educate them on the actions of other Presidential candidates contesting the election.

Speaking at a press briefing in Abuja, Nigeria’s capital, the Campaign Council’s Director of Strategic Communications, Mr. Mohammed Idris explained that the “Thinking Caps” will also have a quiz feature which will be aimed at educating youths on different matters and winners of the quiz will get a reward.

Mr. Idris added that the app which also has a newsfeed and gallery features has the capacity to engage 93.4 million registered users.

The demographic analysis of our population shows that the youth aged 35 and below constitute over 60% of our population. It means Nigeria is a very young country – too young to know that there was a world without computers and GSM phones, not to talk of internet and social media. As far as these youth are concerned, End-SARS protest was the biggest civil disobedience and fight for citizens’ rights that has ever happened.

“They cannot understand what the older population mean when they talk about military rule and how rights and privileges of citizens were curtailed. They have no idea that some people came face to face with gun-wielding soldiers and some paid the supreme price fighting for democracy.

“They are not familiar with what it means to be pro-democracy activists, and the sacrifices they made that culminated in the democracy we enjoy today.

“So, it suffices to say if 60% of our population did not witness these events and have no knowledge about them, they are not able to make informed choice amongst the front-runners in this race, with particular reference to the candidature of Asiwaju Tinubu.

“This is where the “Thinking Caps” app comes in, to bridge this knowledge gap amongst the Gen Z and millennials and rally majority of this demography behind the Tinubu-Shettima ticket.

“When we say Tinubu’s Lagos for instance, they wonder what we mean, when they were either unborn or too young to know the hitherto decrepit nature of Oshodi, Mushin, Obalende, Ojuelegba, CMS, amongst others.

“They don’t know what Lekki was or the existential threat that Victoria Island faced because of the ocean surge. They have no idea of the state of the Lagos infrastructure or the general quality of life of Lagosians before Tinubu became Governor, same way they have no idea about the great achievements of Sen. Kashim Shettima as Governor of an insurgency-ridden Borno State.

“We have a responsibility to fill this knowledge gap and educate this critical demography with facts about our opponents. This app educates the youths about the 16 years of misrule under the Peoples Democratic Party (PDP). With the launch of the app today, we are poised to uniquely tell our story and market our candidate as the best amongst the rest.

“With 24 days to the elections, the time to convince the electorate to secure an emphatic victory cannot be more auspicious. “The Thinking Caps” is our innovation to get this done so that Asiwaju Bola Ahmed Tinubu can install “Renewed Hope” to the benefit of all Nigerians.”

He expressed hope that the app would lead young Nigerians to vote for the APC Presidential Candidate.

Mr. Idris said that the Think Caps application is on playstore and app store.

INEC to hold Mock Voters’ Accreditation/Verification Exercise

0

The Independent National Electoral Commission (INEC), in Oyo State, says it has proposed to hold a mock voters’ accreditation/verification exercise in the state.

The Oyo State Resident Electoral Commissioner, Dr Adeniran Tella, who said this during a stakeholders meeting held at the INEC Office, Ibadan, revealed that the exercise would be held in twelve of the polling units in 6, out of the state’s 33 local government areas namely, Akinyele, Atiba, Iseyin, Ogbomoso North, Ibadan North and Ido, of the three senatorial districts in the state.

Tella revealed that the Commission had taken delivery of and tested each of the Bimodal Voter Accreditation System (BVAS) machines for the elections in the state to ensure their functionality on Election Day, noting that the purpose of the mock exercise, to be held on Saturday, 4th February, 2023, is to conduct field tests.

He said: “The Commission therefore wishes to appeal to registered voters in the affected Polling Units to appear on the scheduled date with their Permanent Voter Cards (PVCs) for the mock exercise. No doubt, the exercise will help to reassure the general public of the robustness of our system and further strengthen our processes ahead of the General Elections in the state.”

The REC affirmed that the 12 BVAS machines used for the exercise would be reconfigured before they are deployed for the General Elections in the state, noting that the Commission was fully ready for the elections as series of trainings had been and would still be conducted for both staff and 37,000 ad-hoc staff members of the Commission, in order to have seamless elections in the state.

Tella stated: “The Commission is to deploy technology for the conduct of the forthcoming elections through the use of BVAS for accreditation/verification of voters ad uploading Polling Units results through INEC Result Viewing Portal (IReV) on Election Day.”

He disclosed that the collection of PVCs at INEC offices in the state had been extended by 8 days, to end on Sunday, 5th February, 2023, with additional 2 hours, from 9am to 5pm daily, saying the Commission had distributed over 402,321 PVCs, with over 800,000 uncollected PVCs at the various Local Government Area offices in the state.

The REC, therefore, urged citizens to go out and collect their PVCs as their PVC is their power on Election Day.

On his part, the Oyo State Commissioner of Police, Adebowale Williams, representated by DCP Garba Ahmed, urged the electorate to come out en- masse for the mock exercise, noting that the exercise would provide an avenue for the Commission to test run the equipment for optimal performance during the General Elections.

Other stakeholders at the meeting were representatives of the Department of State Services (DSS), National Orientation Agency (NOA), Inter-party Advisory Council (IPAC), the Army, Nigeria Customs Service (NCS), Nigeria Security and Civil Defence Corps (NSCDC), political parties and the European Union election observers, among others.
