The Oyo State Government has reiterated its commitment to human capacity building, saying it will continue to place premium importance on the training and retraining of public and civil servants.
The government made this known during a two-day human capacity building workshop for 35 workers titled “Building a Sustainable Human Resources Development System”, also known as the EVER READY Scheme, held at the Simeon Adebo Staff Development Centre, State Secretariat, Ibadan.
The training, organised by the Ministry of Establishments and Training in collaboration with the Development Advocacy and Value Renaissance Initiative, was designed to train trainers using a certified sampling system across Ministries, Departments and Agencies (MDAs).

Speaking shortly after declaring the workshop open, the Commissioner for Establishments and Training, Saliu Adelabu, reaffirmed the government’s commitment to improving workers’ intellectual capacity.
He noted that retirees were also included in the training opportunities, particularly on “Life After Retirement”.
Professor Adelabu said civil servants were critical assets who ensured the success of both political and civil office holders, stressing that every worker needed to embrace mindset change through self-sponsored training, including online workshops that could be accessed easily.
The commissioner further stated that the workshop was certified and that the certificates would be recognised globally, advising participants to take the training seriously and look forward to future editions.
He said: “The participants should look forward to subsequent ones because the programme is designed to be continuous. It is the only way to improve human capital development among those in strategic positions and high-cadre officers, who in turn will mentor the junior staff.”
In his remarks, the Permanent Secretary, Ministry of Establishments and Training, Alade Bello, described the training as a wake-up call to civil servants and urged participants to rise to challenges encountered in the discharge of their duties in order to keep the service relevant.
The Head of Operations, Development Advocacy and Value Renaissance Initiative, Dr Adebimpe Aderounmu, stated that human capital development was non-negotiable.
He advised the government to reassess, review, restructure, and activate development initiatives, assuring that such measures would enhance productivity, improve government performance, and bring greater honour to the public service.
