Poland Approves Bill to Ban Phones in Primary Schools

The Polish government has approved draft legislation to ban the use of mobile phones in all primary schools, with the measure expected to take effect from September 1, 2026.

The proposal, which will now be sent to parliament for consideration, is expected to take effect on September 1, 2026.

Under the draft law, pupils in both public and private primary schools would be prohibited from using mobile phones and other devices capable of recording audio or video during lessons and school breaks.

Exceptions would be allowed where such devices are needed for educational purposes, learning support, or health and safety reasons.

Education Minister Barbara Nowacka said the move responds to growing calls from teachers for stricter controls on smartphone use in schools, noting that more than half of the country’s schools have already adopted similar measures voluntarily.

The government also endorsed a separate package of child online safety reforms, which will likewise require parliamentary approval.

The measures include stricter limits on minors’ access to pornographic websites and faster procedures for removing illegal online content.

Under the proposals, adult-content websites would be required to verify users’ ages anonymously, without collecting browsing data or personal information.
