Rivers State Governor Submits 2026–2028 Spending Framework

The Rivers State Governor, Siminalayi Fubara has submitted the 2026–2028 Medium Term Expenditure Framework (MTEF) to the Rivers State House of Assembly for consideration and approval.

Speaker of the House, Martin Amaewhule announced the receipt of the document during an emergency plenary session.

Lawmakers, however, postponed discussions on the framework and adjourned sitting without fixing a date for further debate.

The submission is seen as a significant development in relations between the executive and legislative arms of government, especially as the Assembly had not held regular sittings in the last four months.

The House last met in February 2026 to screen and confirm commissioner nominees presented by Governor Fubara before proceeding on an indefinite adjournment.

The MTEF is a key fiscal document that outlines government revenue projections, spending plans and economic priorities over a three-year period. It also serves as the foundation for annual budget preparation.

Observers say “the governor’s action signals renewed engagement between both arms of government and could pave the way for future budgets and development programmes in Rivers State.”
