The Federal Ministry of Environment has commenced its 2026 Top Management Retreat in Maiduguri, Borno State, bringing together top government officials, environmental experts, development partners and stakeholders to deliberate on strategies for strengthening environmental governance and advancing sustainable development in Nigeria.
The three-day retreat, which is being hosted by the Borno State Government, is themed “Strengthening Enforcement, Innovation and Institutional Performance for Sustainable Environmental Governance”. It is aimed at reviewing policies, enhancing institutional performance and developing innovative approaches to addressing Nigeria’s environmental challenges.
Speaking at the opening ceremony, the Honourable Minister of Environment, Balarabe Abbas Lawal, said the annual retreat provides an opportunity for the ministry’s leadership to step away from routine official engagements and critically assess its programmes, policies and projects to improve service delivery and environmental management across the country.
The Minister explained that the retreat is designed to enable participants to collectively reflect on the ministry’s achievements, identify challenges and chart a strategic path towards strengthening environmental governance in line with the Renewed Hope Agenda of President Bola Ahmed Tinubu.

According to him, discussions during the retreat will focus on environmental regulations and standards enforcement, institutional accountability, innovation, inter-ministerial collaboration and the effective implementation of government programmes.
Compliance Mechanisms
He noted that weak enforcement remains one of the major challenges confronting environmental governance in Nigeria and stressed the need for stronger compliance mechanisms and sanctions for violations of environmental laws and regulations.
Balarabe Abbas Lawal further stated that environmental sustainability is no longer a peripheral issue but a national priority that directly impacts economic growth, public health and national security.
The Minister commended Governor Babagana Umara Zulum and the people of Borno State for the warm reception accorded to members of the ministry and described the hospitality as exceptional.
He also appreciated the contributions of development partners, including United Nations agencies, the World Bank and private sector organisations, whose support continues to complement government efforts in addressing climate change, restoring degraded ecosystems and improving livelihoods across Nigeria.
Governor Babagana Umara Zulum welcomed participants to Maiduguri and thanked the Federal Ministry of Environment for selecting Borno State to host the 2026 Top Management Retreat and the National Tree Planting Campaign.
Governor Zulum said the decision demonstrates confidence in the state’s progress in restoring peace, rebuilding infrastructure and revitalising socio-economic activities after years of insurgency.
He observed that Borno State, situated within the Sahel region, remains particularly vulnerable to desert encroachment, land degradation and the adverse effects of climate change, which continue to threaten livelihoods and sustainable development.
The Governor highlighted the environmental initiatives undertaken by his administration, including afforestation programmes, ecosystem restoration projects, improved waste management systems and the promotion of renewable energy solutions.
He reiterated his administration’s commitment to working closely with the Federal Government, development partners and local communities to strengthen environmental resilience and promote sustainable development across the state.
The retreat is expected to produce actionable recommendations that will enhance environmental governance, strengthen institutional performance and support Nigeria’s efforts towards achieving sustainable environmental and climate resilience goals.
Environmental Initiatives
Earlier, the Permanent Secretary of the Federal Ministry of Environment, Salihu Aminu Usman, described Maiduguri as a city that symbolises resilience, courage and renewal, saying Borno State’s remarkable recovery and environmental initiatives make it an ideal location for the retreat.
He noted that the choice of Maiduguri was intentional and symbolic, reflecting the critical role environmental governance plays in rebuilding communities and strengthening resilience in the face of climate change and environmental degradation.
Salihu Aminu Usman identified climate change, desertification, flooding, erosion, biodiversity loss, pollution, deforestation and waste management as some of the pressing environmental challenges confronting the country.
He explained that the retreat provides a platform for strategic thinking, honest reflection and institutional reforms that will enable the ministry to deliver measurable outcomes and strengthen environmental sustainability across Nigeria
