The Anambra State Government has commenced preparations for the 2027 fiscal year with the inauguration of a Budget Committee to develop a transparent, realistic and people-centred budget aligned with the state’s development priorities.
Inaugurating the committee at the Ministry of Budget and Economic Planning in Awka, the Commissioner for Budget and Economic Planning, Mr Chukwukadibia Okoye, described the budget as the “heartbeat of governance” and urged members to produce a framework that reflects the needs and aspirations of residents.
Okoye said the committee members were selected based on merit and competence, charging them to focus on evidence-based projects, realistic projections, accurate costing and improved coordination among Ministries, Departments and Agencies (MDAs).

He warned against inflated proposals, project duplication and unnecessary late additions, while stressing the importance of completing ongoing projects, boosting internally generated revenue, attracting development support and ensuring prudent management of public resources.
The commissioner also highlighted challenges such as erosion, noting that limited resources require strategic planning and prioritisation of projects with the greatest impact on citizens. He assured the committee of the ministry’s support throughout the budget preparation process.
Permanent Secretary, Mrs Chinyere Nwabachili, encouraged innovation, collaboration and active participation, unveiling the 2027 budget calendar, which includes community submissions, budget briefings, bilateral discussions, stakeholder consultations, harmonisation, Executive Council review, legislative presentation and final approval.
Head of Budget, Dr Christy Akabuo, said bilateral sessions would play a key role in aligning government spending with development priorities and strengthening fiscal sustainability.
She identified unrealistic projections and weak prioritisation as recurring challenges that require improved planning and stronger budget discipline.
Also speaking, Chairman of the Anambra Civil Society Network (ACSONet), Prince Chris Azor, reaffirmed civil society’s commitment to supporting an inclusive, transparent and citizen-driven budgeting process.
The inauguration marks the official commencement of Anambra State’s 2027 budget preparation cycle, aimed at improving service delivery and advancing the state’s development goals.
