As the Cross River 10th Assembly marks the end of its second legislative year, the passage of 30 bills represents a milestone demonstrating it’s efficacy and commitment to the public good.
The Speaker of the assembly, Elvert Ayambem, in an address to commemorate the anniversary, stated that each bill was focused on enhancing the quality of life for citizens.
Ayambem explained that the bills, most of which have already been signed into law by Governor Bassey Otu covers critical areas such as infrastructure, economic development and social welfare.
He stated, “we have lived up to our constitutional responsibility by making laws for the peace, order and good governance of our dear people and State.
“I thank the governor of Cross River State, Senator Bassey Otu for the synergy with this House and for his prompt assent to bills passed by this House,” said Ayambem.
He attributed the achievement of the assembly to the co-operation, love and unity among members despite past misunderstandings.
“Despite some misunderstandings that we experienced among ourselves in the past, we still continue to forge ahead with a common objective of representing our people well. After all, the beauty of democracy is only when we disagree to agree,” the speaker averred.
The speaker further highlighted other achievements of the House beyond passages of bills and 83 resolutions to include staff welfare and recruitment, trainings for legislators, renovations of specific legislative buildings and confirmations.
Other lawmakers and past legislators invited to partake in the special session commended the leadership of the 10th Assembly for the unprecedented milestone achieved in the history of lawmaking within 2 years.
The lawmakers pledged commitment to sustain the peace, cooperation and love amongst members as well as continue to pursue a cordial relationship with the other arms of government in the interest of the people.
Other stakeholders particularly the Chief of Staff to the Cross River State governor, Mr. Emmanuel Ironbar and the public attended the special session.
The Bills
The 30 bills passed by the Elvert Ayambem led 10th Assembly included the Cross River State Security Trust Fund Bill, 2024; the Cross River State Supplementary Appropriation Bill, 2024 and Cross River State Forestry Research Institute (Establishment) Bill, 2024.
Others are the Cross River State Independent Electoral Commission (Amendment) Bill, 2024; the Cross River State Records and Archives Bill, 2024; the Cross River State Green Economy Commission Bill, 2024 and the Cross River State Climate Change Bill, 2024 as well as the Cross River State University of Education and Entrepreneurship Bill, 2024 .
Also passed were the Cross River State College of Agriculture Bill, 2024; the Cross River State Appropriation Bill, 2025; the Cross River State University of Education and Entrepreneurship Law; the Cross River State Customary Court of Appeal (amendment) Law 2024 and the Cross River State Security Trust Funds Amendment Law.
Similarly, the Cross River State Records and Archives Bureau Law; the Cross River State Waters Supply and Sanitation Law; the Cross River State Forest Research Institute; the Cross River State Traffic Management and Regulatory Agency (Amendment) Law 2024 as well as the Presumptive Tax Law in Cross River State and the Cross River State Fire Fighting and Rescue Service Law 2024 were amongst those signed into law.
The Appropriation Amendment Law; Rural Access Road Authority Bill, 2025; the Cross River State Diaspora Commission Bill, 2025; the Cross River State Drugs and Health Commodity Agency Bill; the Cross River State Senior Citizens Centre Bill, 2025 and the Cross River State Lotteries and Gaming Agency Law 2025 as well as the Cross River State Local Government (Amendment) Law 2025 were on passed and assented to by Governor Otu.
Still amongst the 30 bills passed were the Cross River State Scraps Regulatory Agency Amendment Law; the Cross River State Road Maintenance Agency (Amendment) Bill, 2024; the Cross River State Water Supply and Sanitation Bill, 2024 and Cross River State Supplementary Appropriation Law, 2024, while 9 other bills are at various legislative stages.
