The Young Progressives Party (YPP) governorship candidate in Adamawa State, Wafari Theman, says he will establish a State Security Trust Fund within his first 100 days in office if elected governor in 2027.
Theman made the pledge during an interactive session with members of the Adamawa State Correspondents’ Chapel in Yola, where he presented his 17-point development agenda, tagged “Adamawa Reset”.
The YPP candidate said the agenda was designed around what he described as evidence-based targets and measurable outcomes rather than assumptions.
He explained that his proposed security strategy would combine government action with community participation through a programme he described as “We the People”.

The initiative, according to Theman, would bring traditional rulers, religious leaders, civil society organisations, youths, women and security agencies into a coordinated framework for addressing security challenges, particularly in rural communities.
He said the approach would also seek to strengthen community values and improve information sharing between local communities and security agencies.
Theman disclosed that the proposed Security Trust Fund would provide sustainable financial support for the implementation of the security programme and would be backed by appropriate legislation.
On education and healthcare, the governorship candidate identified both sectors as major areas of concern, promising reforms aimed at improving access and addressing existing gaps.
He said his proposed administration would work towards ensuring that no child was excluded from basic education because of poverty or the financial circumstances of their parents.
Theman also proposed measures to improve the learning environment, noting that the condition of schools directly affected educational outcomes.
On healthcare, he said his administration would address deficiencies in medical equipment, drug supplies and other essential services needed to improve healthcare delivery across the state.
The YPP candidate linked poverty and unemployment to challenges confronting young people, saying his proposed administration would introduce measures to create economic opportunities for youths and women.
He also proposed establishing technology hubs across Adamawa’s three senatorial districts to equip young people with relevant skills and expand opportunities in the digital economy.
Theman said other areas covered by his 17-point agenda included government reforms, agriculture and rural development, energy, tourism, technology, water supply, elderly care, disability services and social welfare.
He said the proposed agenda would provide a framework through which residents could assess the performance of any administration formed under his leadership.
