Vietnam is to distribute 100,000 dong ($3.80) to each of its citizens in celebration of National Day on September 2.
The scheme could cost the nation up to $380 million.

Funds are to be deposited directly into individuals’ bank accounts or disbursed in cash, with the central bank and finance ministry instructed to ensure payments are completed ahead of National Day next Tuesday, according to an official statement.
The capital, Hanoi, is preparing to stage the largest National Day parade in decades next week, as the Southeast Asian nation marks the 80th anniversary of its declaration of independence.
Public transport in both Hanoi and the commercial centre Ho Chi Minh City will also be free of charge on that day.
