Ogun State Unveils New Rules to Regulate Urban Sprawl

The Ogun State Government, Southwest Nigeria has unveiled five new physical planning regulations and a state building code aimed at tackling unregulated construction, improving urban coordination, and strengthening environmental sustainability.

Bordering Lagos, Nigeria’s commercial hub, Ogun is a rapidly expanding industrial and residential destination, attracting manufacturers and commuters seeking more affordable land. This growth has, however, increased pressure on infrastructure and contributed to uncoordinated urban development.

The Commissioner for Physical Planning and Urban Development, Tunji Odunlami, announced the measures in Abeokuta, the state capital, noting they were responding to rapid urbanisation challenges.

The regulations include the Ogun State Planning and Development Permit Regulation 2025, Slum Regeneration Regulation 2025, Building Production Management Regulation 2025, Outdoor Physical Furniture Regulation 2025, and Layout and Land Subdivision Regulation 2025.

Odunlami said the State House of Assembly also approved the Ogun State Building and Construction Code 2025, adopted from Nigeria’s National Building Code, describing it as a pioneering sub-national framework to standardise construction practices.

“These instruments represent a critical step towards ensuring orderly, safe and environmentally sustainable development,” he said.

He urged compliance from developers, landowners, contractors, and other stakeholders, while assuring that government agencies have been strengthened to improve service delivery and speed up permit approvals.

The state has also introduced an electronic planning platform across six pilot zones, namely: Isheri, Ota, Abeokuta Metro, Abeokuta Central, Sagamu, and Ijebu-Ode, allowing applicants to process development permits online.

Authorities warned against illegal structures, particularly buildings erected on road setbacks, stressing that enforcement would be intensified to ensure adherence to the new regulations.
