The Anambra State Information and Communication Technology (ICT) Agency has unveiled plans to become Nigeria’s first AI-native government technology institution, marking a major step in the state’s digital transformation drive.
The initiative was announced during the Agency’s Second Tenure Team Retreat 2026, held under the theme: “The Next Four Years: Becoming Nigeria’s First AI-Native ICT Agency.”
Speaking at the retreat, the Agency’s Managing Director and Chief Executive Officer, Chukwuemeka Fred Agbata, said Artificial Intelligence would play a central role in improving governance, public service delivery, and operational efficiency across Anambra State.
Agbata, widely known as CFA, said the Agency’s next phase of development would focus on innovation, speed, and the strategic deployment of AI-powered systems.
“We must use AI intelligently, execute with speed, and do things differently,” he said, urging staff members to build competence in emerging digital tools and technologies.
According to him, AI has the potential to transform governance by automating public services, improving decision-making, and increasing efficiency across government institutions.
The Agency’s Chief Technology Officer, Chinonso Okoye, outlined the institution’s four-year strategy during a keynote session focused on building an AI-first public sector organisation capable of competing globally.

Okoye referenced countries including Singapore, Ireland, and Estonia as examples of governments using AI and digital infrastructure to modernise public administration and improve service delivery.
He said the Agency’s roadmap would prioritise internal AI capacity development while deploying digital solutions designed to strengthen governance and support economic growth.
The retreat also featured a review of the Agency’s activities over the past four years, with discussions centred on broadband penetration, institutional systems, inter-agency collaboration, and opportunities for expanding digital infrastructure across the state.
Participants later broke into working groups covering Smart Government and Infrastructure, Cybersecurity and E-Government, Digital Economy, and Human Capital Development.

Also speaking at the event, Technical Adviser Sunday Folayan stressed the importance of ensuring that strategic plans remain SMART, Specific, Measurable, Achievable, Realistic, and Time-bound.
In his closing remarks, Agbata urged staff members to consolidate existing gains and remain committed to advancing Governor Chukwuma Soludo’s vision of building a smart and liveable state through technology-driven governance.
The retreat ended with a renewed commitment by the Agency to accelerate AI adoption and expand digital solutions aimed at modernising governance and public service delivery in Anambra State.
