The Tukur Buratai Research Centre (TBRC) has completed six specialised professional development courses designed to strengthen leadership, resilience and command effectiveness across the tactical, operational and strategic levels of contemporary counterinsurgency operations.
The four-day curriculum development exercise, held in Abuja, brought together retired senior military officers, academics and specialists in military operations, leadership, resilience, command and security studies.
The multidisciplinary committee drew expertise from retired officers of the Nigerian Army, Nigerian Navy and Nigerian Air Force, combining extensive operational and command experience with contemporary academic perspectives, as contained in a statement issued by the Secretary, Board of Trustees, Brigadier General Sani Kukasheka Usman (rtd).
The completed curriculum comprises Tactical Resilience in Contemporary Counterinsurgency (COIN), Tactical Leadership and Command in COIN, Operational Resilience in COIN, Operational Leadership and Command in COIN, Strategic Resilience in COIN Environment, and Strategic Leadership in COIN Environment.

The courses place resilience and leadership at the centre of professional development, reflecting the increasingly complex demands confronting commanders operating across different levels of counterinsurgency campaigns.
The curriculum development process examined the pressures, uncertainty and adversity inherent in contemporary COIN environments, with emphasis on preparing military leaders to anticipate threats, adapt to changing circumstances and sustain mission effectiveness under pressure.
Resilience within the proposed programmes is framed not simply as the ability to withstand adversity, but as a leadership capability through which commanders, formations and units can adapt, recover, learn from operational experience and continue functioning effectively in demanding environments.
The leadership component similarly focuses on decision-making, command competence, team building, institutional resilience, morale and the ability to translate strategic direction into effective action at different levels of command.
The approach also seeks to bridge operational experience and academic knowledge. By combining lessons drawn from retired commanders with contemporary research and professional expertise, TBRC aims to produce courses that are practical, context-specific and responsive to the realities of modern counterinsurgency.
At the conclusion of the exercise on 27 August, the committee formally submitted the completed curricula and course modules to the Chairman of the TBRC Board of Trustees, Lieutenant General TY Buratai (rtd), CFR, for consideration and further action.
The development marks an important step in TBRC’s effort to establish structured professional development programmes focused on the human and leadership dimensions of military effectiveness.
At a time when counterinsurgency increasingly demands commanders capable of operating amid uncertainty, prolonged pressure, and rapidly changing threat environments, the proposed courses position adaptive leadership and institutional resilience as critical components of operational effectiveness.
The six-course framework is consequently intended to strengthen a continuum of leadership development, ensuring that resilience and command competencies are developed progressively from the tactical level through operational command to the strategic level.
