FIFA will allow members of its Council to review key documents relating to the abandoned FIFA Forward Enterprise (FFE) proposal, which sought to raise $20 billion through a World Cup sell-off plan.
FIFA Secretary General Mattias Grafstrom invited Council members to register their interest in reviewing the documents at the organisation’s Zurich headquarters, under specific conditions.

The proposal was scrapped earlier this summer, days after it was announced, following a backlash that threatened President Gianni Infantino’s leadership. Several football federations have since called for major reforms to FIFA’s decision-making processes.

The move comes as European football governing body UEFA presses FIFA for answers about Infantino’s presidency, the failed FFE proposal and the FIFA Peace Prize. UEFA had set November 2 as the deadline for FIFA to respond to more than 100 questions.

Infantino’s bid for a fourth term gained momentum after the head of Asian football endorsed him. He is expected to seek reelection in March 2027, with candidates required to submit nominations by November 18.
