Nigerian Government Moves To Strengthen MDAs’ Performance

The Nigerian Government is strengthening accountability and performance monitoring across Ministries, Departments and Agencies (MDAs), warning that public institutions must demonstrate measurable results and sustained improvements in service delivery.

The Director-General of the Presidential Enabling Business Environment Council (PEBEC), Zahrah Mustapha-Audu, disclosed this at a high-level strategic engagement on data collection and harmonisation hosted by the Federal Ministry of Finance.

Audu presented findings from the Business Environment Enhancement Programme Accelerator (BEEPA), highlighting progress in implementing reforms across federal institutions, alongside gaps in responsiveness and compliance.

The assessment showed that 16 MDAs had fully implemented the reforms evaluated.

However, recent mystery shopping exercises revealed a decline in responsiveness after active monitoring ended, raising concerns about the sustainability of improvements recorded by government agencies.

The PEBEC Director-General stressed that MDAs needed to move beyond periodic compliance checks and demonstrate consistent performance and accountability.

She drew agency heads’ attention to ongoing mystery shopping exercises, a live performance tracker and the forthcoming end-of-year Business Facilitation Act Compliance Ranking, which are designed to monitor institutional performance and identify gaps in service delivery.

The engagement, held under the leadership of the Minister of Finance and Coordinating Minister of the Economy, Mr Taiwo Oyedele, also highlighted the ministry’s growing emphasis on agency performance, responsiveness and compliance with reforms during its engagements with government institutions.

The initiative aligns with President Bola Ahmed Tinubu’s stated position against non-performance and the Nigerian Government’s commitment to improving public service delivery for citizens and businesses.

PEBEC reaffirmed its commitment to deploying digital tracking, mystery shopping, compliance assessments and data-driven monitoring to strengthen transparency and ensure that reform commitments translate into tangible outcomes.

The council emphasised that sustained institutional performance, rather than compliance on paper, was essential to building a more efficient, transparent and business-friendly environment.
