VCN Trains Management Staff on Procurement Compliance

The Veterinary Council of Nigeria (VCN) has commenced a three-day training programme on public procurement processes and procedures for its management staff, aimed at strengthening institutional capacity and enhancing compliance with procurement regulations.

The training themed “Understanding the Public Procurement Process and Procedure” is designed to deepen participants’ understanding of procurement laws, processes, and best practices in public sector administration.

Declaring the programme open, Acting Registrar of the Veterinary Council of Nigeria, Dr Fadipe Oladotun, said the initiative was part of the council’s commitment to building the capacity of its workforce and equipping staff with the knowledge required for efficient and effective service delivery.

Dr Fadipe noted that despite the Council’s exclusion from the federal budget over the last two years, it has continued to prioritise staff development through regular training and professional capacity-building programmes.

According to him, investment in human capital remains critical to the council’s growth and operational effectiveness.

He urged participants to take full advantage of the training by actively engaging in the sessions and applying the knowledge gained to promote transparency, accountability, and adherence to global best practices in procurement management.

Delivering a presentation at the training, the Head of Research, Training and Strategic Planning at the Bureau of Public Procurement (BPP), Engr. Ojougboh Nelson, stressed the importance of a sound understanding of the Public Procurement Act by Chief Accounting Officers and management personnel.

He emphasised that strict compliance with procurement regulations is essential for ensuring accountability and transparency in public institutions.

Engr. Ojougboh highlighted the mandate of the Bureau of Public Procurement in regulating, monitoring, and overseeing public procurement activities to guarantee value for money, fairness, transparency, and prudent utilisation of public resources.

He also delivered sessions on procurement capacity development, collaboration between procurement units and internal stakeholders, procurement implementation processes, and complaint and administrative review mechanisms under the Public Procurement Act.

The three-day procurement clinic is expected to improve the competence of VCN management staff, strengthen institutional compliance with procurement regulations, and enhance the overall efficiency of procurement operations within the Council.
