The Kogi State Livestock Productivity and Resilience Support Project (L-PRES), has opened bids for Phase II construction works at the Livestock Service Centre in Osara.
The exercise was declared opened by the Permanent Secretary, Kogi Ministry of Livestock Development, Dr. Abdulsalam Hadi, who represented the Commissioner, Dr. Olufemi Bolarin.
Dr. Hadi declared that the project is a major achievement in the state’s effort to improve livestock infrastructure and maintain Livestock Value Chain Clusters in the state.
Livestock Development
He reaffirmed government’s commitment to providing policy support and collaboration for the success of L-PRES and the broader growth of the livestock sector.
Dr. Hadi said the Ministry appreciates L-PRES for conducting the procurement transparently, competitively and in line with procurement laws and international best practices.
According to the State Project Coordinator, Mr. Abdulkabir Onoruoyiza Otaru, the Osara LSC is designed as a central hub and one-stop shop for livestock agribusiness in Kogi State.
Phase 1, made up of 5 sub-projects, has already been awarded with contractors mobilised to site and work began in March 2026.
Scope of Phase II
Phase II covers 10 sub-projects under 5 lots, including: Display Units : 6 cattle display units and 2 units for goats and sheep, Commercial & Health Facilities: 2 lockable shops, a medical clinic, a restaurant among other facilities.
Procurement Assurance
Mr. Otaru assured prospective bidders of a fair and transparent process, stressing that L-PRES will strictly follow World Bank procurement procedures.
“We have our designs and specifications in the bidding documents and will maintain World Bank standards to ensure successful delivery,” he said.
He urged contractors to uphold professionalism, integrity, and compliance.
“Build livestock infrastructure, generations will be proud when you justify the World Bank credit facility to the state,” he added.
Mr. Otaru noted that the centre will transform the livestock sector, boost the state economy, increase farmers’ income, and strengthen food safety and security in Kogi and Nigeria at large.
The bid opening brought together contractors, project officials, and livestock sector players.
