Presidential Working Group Submits National Policing Bill for Review

By Temitope Mustapha, Abuja

The Presidential Working Group on the National Policing Bill has completed the drafting phase of its assignment and formally submitted the proposed National Policing Bill 2026, alongside 29 consequential amendment bills, to the Federal Ministry of Justice for legislative drafting review and validation.

The Chairman of the Presidential Working Group and Chief of Staff to the President, Femi Gbajabiamila, disclosed in a statement that the draft bills were submitted to the Attorney-General of the Federation and Minister of Justice on Monday, October 19, 2026, in accordance with the Working Group’s approved work plan.

Gbajabiamila explained that the Ministry’s review would subject the proposed legislation to the required legal scrutiny to ensure compliance with established legislative drafting standards and conventions, while addressing potential conflicts with existing laws.

He disclosed that the Ministry of Justice was expected to complete the validation process and return the draft bills to the Working Group on or before Friday, October 30, 2026.

According to him, the Working Group will thereafter undertake a final consideration of the validated bills before presenting them to President Bola Tinubu, a step that will formally conclude its mandate.

The proposed National Policing Bill seeks to establish the constitutional and legislative framework for a dual policing structure in Nigeria, comprising a Federal Police Service and State Police Services.

The statement further clarified that the preparation of the National Policing Bill was progressing alongside the ongoing consideration of the Constitution of the Federal Republic of Nigeria, 1999 (Sixth Alteration) Bill, 2026, by the State Houses of Assembly, a process that must be concluded before the proposed policing legislation is transmitted to the National Assembly.

Gbajabiamila reaffirmed the Working Group’s commitment to a rigorous and transparent process aimed at producing a comprehensive legislative framework for the President’s consideration and subsequent transmission to the National Assembly.
