Borno State Governor, Professor Babagana Umara Zulum, has announced plans to recruit qualified persons into the state civil service, with each of the 27 local government areas receiving at least 50 employment slots as part of efforts to create jobs for youths and strengthen the public service.
Governor Zulum made the announcement during a courtesy visit to the Palace of the Emir of Biu shortly after arriving in Biu Local Government Area.
The governor explained that local government areas with larger populations, including Biu, Askira/Uba, Maiduguri Metropolitan Council (MMC), Jere and Gwoza, would receive 100 employment slots each, while the remaining local government areas would have 50 slots each.

He said the recruitment exercise would be based on merit, with priority given to qualified degree holders, while applicants with relevant health-related qualifications would also receive special consideration to strengthen healthcare service delivery across the state.
Governor Zulum thanked the Emir of Biu, the Emirate Council and the people of the area for their unwavering support throughout his administration. He noted that Biu had witnessed remarkable development since he assumed office and assured residents of his administration’s continued commitment to the area’s growth through more empowerment programmes and development projects.
Speaking on security and social order, the governor condemned thuggery, drug abuse and other social vices among youths, stressing that discipline remains the foundation for a peaceful and prosperous society.
He urged parents, traditional rulers and community leaders to work together in instilling moral values in young people, noting that no responsible parent would wish to see his or her child involved in thuggery or criminal activities.
The governor also expressed concern over the vandalisation of electricity infrastructure in Biu, which has contributed to prolonged power outages in the area. He disclosed that the state Government had approved funds for the rehabilitation of the damaged electricity facilities, while the member representing Biu, Kwaya Kusar, Shani and Bayo Federal Constituency, Hon. Muktar Aliyu Betara, had contributed ₦60 million towards restoring electricity to the town.
Zulum warned that anyone caught vandalising public infrastructure would be arrested and prosecuted in accordance with the law.
He further stressed the importance of education, urging parents and guardians to prioritise both Western and Islamic education for their children, describing education as the most effective tool for securing a better future for the younger generation.
