The Kaduna Real Estate Summit 2026 has called for stronger public-private partnerships, improved access to housing finance and better infrastructure to address the state’s housing deficit and attract investment.
The Special Guest of Honour, Bature Ali Muhammad of the Nigerian Institution of Estate Surveyors and Valuers (NIESV), said stronger collaboration among government agencies, development finance institutions and private investors was essential to expanding housing development and improving access to decent homes.
Muhammad stressed the need for transparency, professionalism and respect for institutions to create an enabling environment for sustainable investment.

He also called for greater investment in agriculture and other productive sectors to create economic opportunities and support sustainable development.
Meanwhile, the Kaduna State Urban Planning and Development Authority has introduced express and instant permit processes to reduce delays in obtaining planning approvals.
The Director-General of the authority, Abdurahman Yahya, said; ‘the measures were designed to remove barriers to development, provided applicants met the relevant legal and regulatory requirements.”

Yahya explained that “the express permit process allows developers to obtain planning approval within 24 to 48 hours, subject to the submission of required documents and compliance with regulations.”
He said the instant permit process involves site visits, due diligence and assessments to determine whether proposed developments meet planning requirements.
According to him, “eligible developers may receive a consent to build valid for 21 days while completing outstanding documentation.’
He added that the consent ceases to be valid once the required documents are submitted, after which a tentative permit is issued.
Yahya said fees associated with the two fast-track processes had also been removed to make planning approvals more accessible to developers.
However, he identified non-compliance as a major challenge, noting that some developers attempt to bypass established procedures through personal contacts.

He urged developers to follow approved processes, assuring them that the authority had introduced measures to ensure regulatory requirements did not unnecessarily hinder development and investment.
The summit also called for greater awareness of development regulations and stronger cooperation between public and private stakeholders to promote sustainable growth in Kaduna’s real estate sector.
