PPP Summit: Nigerian Government to Develop Housing Strategy

Nigeria’s Minister of Housing and Urban Development, Muttaqha Rabe Darma, says outcomes from the Renewed Hope Housing Public-Private Partnership (PPP) Summit will shape a new national strategic plan aimed at accelerating housing delivery and boosting economic growth.

Speaking at the second Renewed Hope Housing PPP Summit in Abuja, Darma said the government would deepen collaboration with private investors, financial institutions and development partners to address Nigeria’s widening housing deficit.

The summit, themed “From Policy to Projects: Financing and Delivering Housing at Scale through PPPs,” brought together government officials, developers, lenders and international partners to examine ways of expanding affordable housing through private-sector financing models.

Darma said the Ministry’s Strategic Plan would be unveiled before the end of May following consultations with agencies under the ministry, stating that the framework would guide the implementation of housing policies and projects nationwide.

Whatever plan we come up with, we will pursue diligently to ensure that it delivers meaningful results for Nigerians,” he said.

The Minister highlighted ongoing housing developments under the government’s Renewed Hope Housing Programme, including projects in Ibeju-Lekki in Lagos State, Lambu in Kano State and Karsana in Abuja.

He said the projects would be commissioned by President Bola Ahmed Tinubu upon completion.

Expand Housing Delivery

Darma said the administration planned to expand housing delivery nationwide through sustainable PPP frameworks, innovative financing structures and broader stakeholder participation.

This would ensure that thousands of Nigerians would soon become homeowners, with roofs over their heads as these housing projects continue to expand nationwide,” he stated.

He said that the projects were already creating employment opportunities for artisans, engineers, contractors and suppliers, while boosting economic activity in host communities.

The Minister also announced that the ministry, working with the Renewed Hope Infrastructure Development Fund, is delivering 1,550 housing units for military personnel as part of efforts to improve welfare conditions for members of Nigeria’s armed forces.

Despite progress made so far, Darma stressed the importance of completing ongoing projects on schedule and to high construction standards.

“We remain fully committed to the timely completion and commissioning of all ongoing Renewed Hope Housing Projects across the country,” he said.

The Minister further urged banks and financial institutions to develop more flexible mortgage and housing finance products tailored to the realities of Nigerian households, while calling on state governments to make land more accessible and create enabling conditions for developers.

The ministry’s Permanent Secretary, Shuaib Belgore, said the summit would focus on practical implementation challenges, including financing bankable projects, securing land access and building partnerships capable of delivering housing at scale.

A major highlight of the event was the launch of the Renewed Hope Housing Magazine, a publication designed to document the ministry’s projects, promote investment opportunities and strengthen transparency and public engagement within Nigeria’s housing sector.
