Kaduna Governor Signs Three Landmark Laws

Governor Uba Sani of Kaduna State, has signed three landmark laws aimed at strengthening the state’s energy, agriculture, and climate governance sectors.

The State government described this development as a major step toward accelerating economic growth and sustainable development.

The newly enacted laws are the Kaduna State Electricity Law, 2026, the Kaduna State Agricultural Development Fund (KADFund) Law, 2025, and the Kaduna State Climate Change Advisory Board Law, 2026.

This was made known in a statement issued by the Commissioner for Information and Culture, Ahmed Maiyaki.

The state government said the legislations provide a comprehensive framework for institutional reforms, economic expansion, and environmental sustainability.

According to the statement, the Electricity Law establishes the Kaduna State Electricity Regulatory Commission, which will oversee electricity generation, transmission, distribution, and supply within the state.

The law is also expected to encourage private sector participation, promote renewable energy development, and improve access to electricity for residents.

The KADFund Law creates a dedicated financing mechanism designed to support farmers, cooperatives, agribusinesses, and other stakeholders in the agricultural value chain.

The fund will provide grants, soft loans, technical assistance, and investments in critical infrastructure to enhance food security and agricultural productivity.

Similarly, the Climate Change Advisory Board Law establishes a state-level framework for climate action, environmental sustainability, climate finance mobilisation, and the integration of climate considerations into development planning.

Speaking on the significance of the new laws, the Deputy Chief of Staff on Legal and Legislative Matters, Mustapha Musa, described them as one of Kaduna State’s most transformative governance reform packages.

He said the legislations are designed to expand energy access, accelerate agricultural growth, strengthen climate resilience, and promote sustainable economic development through strong institutions.

Maiyaki noted that the laws reflect Governor Sani’s commitment to building resilient institutions capable of attracting investment, expanding economic opportunities, and improving the living standards of citizens.

He added that the reforms would strengthen food security, support sustainable development, and position Kaduna State as a model of innovation and effective subnational governance in Nigeria.
