China Links Party Reforms To National Modernisation

Mnena Iyorkegh, Abuja

The Chinese Ambassador to Nigeria, Yu Dunhai, says the Communist Party of China’s commitment to internal reforms, discipline and anti-corruption measures remains central to China’s modernisation drive and its ambition to achieve national rejuvenation.

Dunhai stated this while reflecting on the outcome of the Fifth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC), which concluded recently in Beijing.

The plenary session reviewed and adopted the Resolution of the Central Committee of the CPC on Certain Major Issues concerning Persevering with Full and Rigorous Party Self-Governance, outlining measures to strengthen party discipline, improve governance and sustain China’s development.

In an article highlighting the significance of the resolution, the ambassador said the CPC’s commitment to self-revolution had strengthened its capacity to govern and provided the political foundation for advancing Chinese modernisation.

“China’s success hinges on the Party and on exercising full and rigorous Party self-governance. Effective national governance begins with building a disciplined and accountable political institution,” Dunhai stressed.

The ambassador noted that the CPC had, since its 18th National Congress, intensified efforts to promote internal discipline and combat corruption, recording what he described as an overwhelming victory in the anti-corruption campaign.

He maintained that the party’s ability to identify problems, correct shortcomings and undertake internal reforms had strengthened its capacity to lead the country’s development.

“The Communist Party of China possesses a powerful capacity to identify problems, correct deviations, and achieve self-purification, self-improvement, self-renewal, and self-enhancement through its own efforts,” he explained.

Dunhai argued that the party’s self-revolution should not be viewed merely as a political concept but as a practical instrument for improving governance and delivering development outcomes to citizens.

He attributed China’s economic growth, industrial expansion, poverty reduction and social stability to the country’s governance approach, noting that China had developed the world’s largest and most complete industrial system.

The ambassador also highlighted China’s manufacturing capacity, the growth of its middle-income population to more than 400 million people and the country’s achievements in eliminating absolute poverty.

He said these accomplishments demonstrated how effective governance could translate into tangible improvements in people’s living conditions.

On China’s role in the global economy, Dunhai said the country’s continued economic expansion and commitment to opening up would create opportunities for other economies, particularly developing countries.

He noted that China, as the world’s second-largest economy, had contributed approximately 30 per cent of global economic growth for several consecutive years.

According to the ambassador, China’s development strategy went beyond domestic economic objectives, with its continued expansion expected to support global industrial and supply chains and contribute to the recovery of the world economy.

“A China that persists in self-revolution and continues to develop steadily will keep expanding high-level opening-up and inject lasting momentum into the stability of global industrial and supply chains and the recovery of the world economy,” Dunhai observed.

The Chinese envoy further stressed that China was willing to share its governance experience with other countries without imposing its political or development model.

“China never exports its development model, attaches no political conditions, and never interferes in other countries’ internal affairs,” he maintained.

He said Beijing remained committed to respecting the right of every country to choose a development path consistent with its national circumstances.

The ambassador also reaffirmed China’s commitment to the Global Development Initiative, Global Security Initiative, Global Civilization Initiative and Global Governance Initiative, describing them as important platforms for international cooperation and addressing global challenges.

On China-Africa relations, Dunhai described Africa as an important partner in China’s modernisation journey and a key force in the Global South.

He said cooperation between China and African countries had continued to expand under the framework of the Forum on China-Africa Cooperation (FOCAC), guided by the principles of sincerity, real results, amity and good faith.

He recalled the 2024 FOCAC Beijing Summit, where Chinese President Xi Jinping announced 10 Partnership Actions aimed at advancing modernisation through stronger cooperation between China and African countries.

The ambassador also highlighted China’s implementation of zero-tariff treatment for all African countries that maintain diplomatic relations with Beijing, effective May 1, 2026, describing the policy as an important step towards expanding African exports, strengthening trade relations and supporting industrial transformation.

According to Dunhai, China was also deepening exchanges with African political parties on governance and public administration to strengthen mutual understanding and cooperation.

Turning to Nigeria, the ambassador described the country as Africa’s most populous nation and a major driver of the continent’s economic and political development.

Reflecting on his more than two years as Chinese ambassador to Nigeria, he said he had observed a strong desire among Nigerians for good governance, political stability and a development model that reflected the country’s unique circumstances.

“I have deeply felt the strong endogenous demand among all sectors of Nigerian society for good governance, stability and an independently chosen path of modernization,” Dunhai disclosed.

He commended Nigeria’s efforts to pursue structural reforms, attract foreign investment, expand international trade, promote technological innovation and strengthen its economic independence.

Dunhai said the China-Nigeria Comprehensive Strategic Partnership had entered a new phase of high-quality development under the strategic guidance of Chinese President Xi Jinping and Nigerian President Bola Ahmed Tinubu.

He noted that both countries were strengthening exchanges on governance and aligning their development priorities while expanding practical cooperation in different sectors.

The ambassador expressed optimism that continued collaboration would deliver greater benefits to the citizens of both countries.

Looking ahead, Dunhai said China would remain committed to strengthening party discipline, promoting high-quality economic development, expanding international openness and contributing to global peace and development.

He maintained that China’s modernisation drive would continue to create opportunities for international partners, particularly countries of the Global South.

“China’s door of opening-up will only open wider. The dividends of China’s development belong not only to the Chinese people but also to the whole world,” the ambassador reiterated.

He expressed China’s readiness to work more closely with Nigeria and other African countries through mutual respect, equality, shared development and mutually beneficial partnerships.

“We warmly look forward to walking hand in hand with friends in Nigeria on the path of equality, mutual learning and mutual benefit, jointly writing a new chapter of solidarity and revitalization among Global South countries,” Dunhai concluded.
